You can issue a registration for a small trailer without an associated title.
To register a small trailer, follow the procedure for issuing a regular title and registration and enter a corresponding vehicle usage. If the trailer does not have a VIN, on the prequalifier window, do not enter any parameters. After you click Continue, search using an alternate identification number, such as the plate number. Tip: Some vehicles, such as small trailers and small semi-trailers, do not require a VIN. In this case, leave the VIN field blank when you add the vehicle. To search for a vehicle that does not have a VIN, you must search using an alternate identification number, such as the plate number.
