Non-Negotiable Statement of Ownership Certificates

You can issue a non-negotiable statement of ownership certificate (NNSOC) for a vehicle that is operated in the state by someone other than the legal owner.

Example scenarios of NNSOCs include:

Scenario 1 - The legal owner resides in Kansas, and leases the vehicle to a company that operates the vehicle in Kansas.
Scenario 2 - The legal owner resides out of state, but the primary operator has a business address in Kansas.
Scenario 3 - The legal owner of a gray market vehicle (such as a military vehicle) lives out of state, but the primary operator resides in Kansas.
Scenario 4 - The legal owner resides out of state, and the primary operator is working on a contract in state, but does not have a permanent address within the state (for example, the operator is staying in hotels).

In all four scenarios, the following is true:

The vehicle is operated in Kansas.
The NNSOC is kept in the vehicle.
