If a customer pays registration fees and property taxes on a vehicle, then purchases another vehicle and wants to terminate the registration for the first while recovering some of the fees and taxes originally paid on it, you can process a title and registration transaction for the new vehicle and simultaneously credit a portion of the fees and taxes that were paid on the old vehicle. As part of this process, you can also transfer the old plate to the new vehicle or dispose of it.
You can credit registration fees and property taxes only for active registrations and only as part of a title and registration transaction. The system will apply a credit only if fees and/or taxes were actually collected for the registration period being credited and only if the amount to be credited is equal to or greater than the minimum allowable credit amount configured in the system. The system will allow only one credit request per vehicle registration.
Credits may be applied only against similar types of fees or property taxes. However, the system will transfer a full registration fee credit to the new vehicle if it is an antique and the customer is also moving the plate to the new vehicle. Additionally, the system will transfer a disabled veteran fee exemption (if it exists) along with the plate from one vehicle registration to a new vehicle registration.
If the vehicle type to be credited is a truck, truck tractor, or bus, and the new registration usage is a passenger car, note that the plate type may not apply to the new vehicle, so it may be better to refund the registration fees rather than to apply a credit. Vehicles with personalized text are exempt from the previous rule. You cannot credit fees and taxes on a vehicle with a declared weight greater than 12,000 pounds unless the declared weight of the new vehicle is also greater than 12,000 pounds, nor transfer the plates. Similarly, you cannot credit a fees and taxes on vehicle under 12,000 pounds unless the new vehicle is also under 12,000 pounds.
The Title and Registration Prequalifier window appears.
Note: You must enter customer identification numbers for transfer on death designees into the Owner field on the prequalifier window if you want the system to carry over the transfer on death designees as owners.
When the vehicle and customer records that you entered are identified, the Title and Registration window appears.
Note: If you entered a partial identification number or if the vehicle or customer you entered is not found, the Search window appears. For more information, see Entering Information on a Prequalifier Window.
Note: If a personalized plate is involved that does not have a common owner on the new title, you must scan a personalized plate relinquishment document. This applies to personalized, personalized disabled, and personalized antique plates.

MOVRS checks for errors. If you need help resolving errors, see Errors, Discretionary Edits, and Warnings. When all errors are resolved or if no errors are found, the payment processing application opens.

After you finish processing the payment, the Finalize Transactions window appears.
The Generate Credentials window appears.
The documents produced in the transaction generate and print. Titles for those vehicles without security interest holders associated are printed in the central state office after the mandatory 30 day discovery period.
Note: If you finalize multiple transactions at once, credentials are generated automatically.
Note: If you selected to mail the title, the mailing cover sheet generates for you to print.
